Isn't it up to the broker to provide the update?
 

Your question seems to indicate you mis-understand the consideration.

Microsoft send out regular updates - before the updates Developers recieved Notification of those updates which alow them to test their software against those updates. If the MS update affects the software then the developer can correct and send an update to their software to compensate for the MS change after or about the same time as Microsoft thus staying inline with the changes. - JUST GUESSING at this though.
