There are two types of retail brokers offering the possibility of speculation: the sale of foreign exchange brokers and market makers. Go to the NDD (No Dealing Desk) and STP (Straight Through Processing) has helped to resolve some of these problems and restore confidence to the trader, but caution is still recommended to ensure that everything is as it is presented. Yes, 60-70ms latency is good enough (IMHO). The only way to check this is to ping the broker's live servers from the trading computer. You should also check it at different times of the day/week.

I imagine u mean Market Maker vs. ECN/STP brokers. This is a subject of much debate. My own opinion is that there are good Market Makers and there are bad ones just as there are good ECN/STP brokers and there are bad ones. I don't think a generalization can be made.
