Passing Paramters to function by reference works only for include files?

I tried two aproaches.

a: Passing a paramter by reference via an include files works, thats obvious since its the same ex4 file after compilation.

b: Passing a parameter by reference with an ex4 library file does not work. Is this intended? Why?
