not change its position(inside window on screen) after the move of chart = change its position(recalculate time and price coordinate according the move of chart ) after the move of chart,

Rectangle must have dimensions 40pix x 120 pix & yellow background.
Important: It may not change its position after the move of chart, which must be drawn on a permanent basis. Please help
