Does the chart periodicity have any effect on a running expert advisor?

yes ... if your icustom() dose not specific the working time frame 
 
I mean if I attach the advisor to the EURUSD, M5 - will it give a different result than attaching it to the EURUSD, M1? If so, how does it differ?
 
In the most cases - yes. If You use indicators with fixed parameters (for example iMA(NULL,PERIOD_H1,13,0,MODE_SMA,PRICE_CLOSE,1) on the timeframes less than or equal to H1) - no.
