I require an indicator which is two horizontal lines which change colour depending on RSI(14) values

I require an indicator which is two horizontal lines which change colour depending on RSI(14) values. Regardless of the Periodicity being viewed the indicator will always be referencing the hourly RSI(14) for the top line and 5min RSI(14) for the bottom line. Both lines should change colour as the following conditions are met:-

Top Line:-

                Blue when Hourly RSI(14) is between 0 and 39

Green when Houry RSI(14) is between 40 and 60

Red when Houry RSI(14) is between 61 and 100

Bottom Line:-

                Blue when 5min RSI(14) is between 0 and 39

Green when 5min RSI(14) is between 40 and 60

Red when 5min RSI(14) is between 61 and 100

Each line will be multi-coloured, the change in colour reflecting when the relevant RSI(14) changed between the zones. All source code to be supplied – thanks.
