EA base on Trend and RSI

I need a good coder to hepl buliding this EA. 

Main rule: Always operate in favor of the trend.
Time Frame: 1 hour and 5 minutes.
RSI indicator of 14 periods 70 and 30 levels.
Moving Average 12, 26 

Rules for buy:
1) See in 1 hour that there is an uptrend, action of the price that exists higher highs and lower highs.
2) Fast MA 12 is above slow MA 26 (This is to ensure that there is an uptrend)
3) In time of 5 minutes the buy order entry is made when the RSI indicator reach at level 30 of over sell 

Rules of Sell:
1) See in 1 hour that there is a bearish trend, price action that exists lower low and higher low.
2) Fast MA 12 is below slow MA 26 (This is to ensure that there is an downtrend).
3) In TF 5 minutes sell order is made when reach at level 70 of over buy.

Input parameter: MA days can be changed, Stop loss, Take profit, trailing stop, trading time, max spread
