Need to make DST function to adjust candle data between US/Europe DST time

I have an existing EA that needs fixing to make DST function works so trades will be the same between Europe DST (Alpari) and US DST brokers (Tickmill, IC Markets):

- DST Time different will happens 2 weeks in March and in November, during this time H1 and H4 candle between Alpari and IC Markets/ Tickmill are different 

- Need solution so with IC Markets/Tickmill all H1 and H4 (OCHL) will need to be recalculated during this time to sync the same trades with Alpari (time filters, entry, exit recalculation)

 - Fixing some small bugs ( displayed Dashboard, symbol  prefix, suffixes recognition)

Budget is negotiable if you have good solution.
