Create an EA based on specific indicator

I would like to hire someone to create an EA based on acceleration bands. This article explains the strategy - http://forex-indicators.net/acceleration-bands

Enter Buy Order Logic - Have two candles closed above the upper band? Are both candles bullish? If yes to both questions the EA should enter a buy trade

Enter Sell Order Logic - Have two candles closed below the lower band? Are both candles bearish? If yes to both questions the EA should enter a sell trade.

I will provide the indicator file.

Inputs: 

Lot Size
Take Profit (pips)
Stop Loss (pips)
Enable/Disable Trailing Stop
Trailing Start (pips)
Trailing Stop (pips)
No new trades until X number of closed candles*
Magic Number (one active trade per magic number)

*This means that once a trade has been closed the EA will not enter any new trades until a certain number of closed candles. For example, if we set this input to 3, the EA will not look for any new entries until after 3 candles have been closed since the last order was closed.
