Refactor 1 function from the article of mql5

I need to read the logic at the article ->  https://www.mql5.com/en/articles/260

and recode for me the function to determine the label of the elliot wave

Input

CArrayInt *BarVertex=new CArrayInt;

CArrayDouble *ValueVertex=new CArrayDouble;

Output:

CArrayString *LabelVertex=new CArrayString;

The function will determine the labels of 11 types of elliot waves of completed waves and what is expected for unfinished waves.
