Automate my Binary Options indicator if condition is met (mql4)

JOB ONLY for a MQL4 programmer with Binary options programming experience -if you apply please state your years experience - I dont want a junior programmer on this job so please dont waiste my time. Do not over quote my budget is set here I can NOT pay more than my budget so please make sure you see my budget.

Developer MUST have experience with Binary Options  and need to know how to  set expiry for 15/30 min on most binary options brokers with MQL4. My ea require a trade time no less than 10 -20min expiry. THIS MUST be met -15min will be ideal!!!!!!!! so lets work on 15min expiry -I will be happy with 15min Expiry as most brokers will accept that.

My ea has 2 red channels. If candle is in red and an arrow  up or down appears a trade must be send to Binary broker(keys).I supply you the keys -I only want the developer to program this condition. If candle is not in red NO trade must be done so the only condition is to if candle is in the red with an arrow alert a trade must be send to my keys.I make use of the trade4.me servers. The arrows that appear are the following:

Arrow down ----------------This is a put    -this is only applicable if candle is in red zone + arrow @ trade must be send to my keys

Arrow up--------------------This is a call   -this is only applicable if candle is in red zone +arrow @ trade must be send to my keys

So basic only one rule -if candle is red and and arrow up or down is present the trade must be done and send to my keys. All other alerts must be ignored.Lets do a test first.
