Indicator/Alerter for MT4

I need a very simple alert indicator that produces an alert based on another simple indicator for which I will provide the ex4 file. (Although I own a license for the indicator, I am not the developer therefore I do not have access to the MQL4 file.) The current indicator works in a similar way to PSAR in that the dots give an indication of the trend direction. Default dot colours are Aqua and Yellow.

When the Yellow Dots are above the candle they indicate a Down Trend and the Data Window shows the currency value at that time in the DOWN row and the UP row is blank.

When the Aqua Dots are below the candle they indicate an Up Trend and the Data Window shows the currency value at that time in the UP row and the DOWN row is blank.

It should therefore be easy for a good programmer to use this UP/DOWN data in the new indicator to trigger an alert message and place an arrow on the chart.

In simple terms, an arrow is placed on the chart and an alert message is triggered when the coloured dots on the main chart change from above to below the current candle.  (See attached image.)

Inputs for the new indicator should also include:
1. The number of previous candles that should be the same colour (i.e. UP or DOWN) before the change when an alert is triggered.
2. Distance of the Arrows from signal candle dot (in Pips)
3. Arrow Colours.
