I need an EA creator

I’m seeking an EA based on that indicator with the following features:
1)    Open a trade when a LL,HL,HH,LH appears
The EA should have a parameter called delay. If delay is delay = 0 the EA open a trade as soon as it have a signal, if delay = 1 the EA ignores the first signal and only open a trade on the second signal, if delay = 3 it ignores the first 2 signals and open a trade on the third signal and so on.

2)    The user will choose what to open in the settings
Open HH = {true,false}
OnHH = {BUY,SELL}
Open LH = {true,false}
OnLH = {BUY,SELL}
Open LL = {true,false}
OnLL = {BUY,SELL}
Open HL = {true,false}
OnHL = {BUY,SELL}

3)    The user will choose the Max open positions
MaxPositionsBUY = 1
MaxPositionsSELL = 1
MaxTotalPositions = 0  (if zero there are no limit)

4)    The user will choose if the EA trade both directions simultaneously, only one direction at a time and if only BUY or only SELL

•    TradeDIrection = {Both, Only One, Only BUY, Only SELL}

5)    The StopLoss – Above label, xtimes above label , Use ATR.
The user choose where the EA put the SL, It can be placed above/below the label signal, x times above/below the label signal, x pips above/below label signal, use ATR


6)    The User choose the RiskReward of each trade, Risk % per Balance, Risk % per equity, Risk fixed amount
•    Risk = { Risk % per Balance, Risk % per equity, Risk fixed amount}
•    RiskAmount = {1.00,1.00,1000.00}
•    RewardAmount = 5.00

The user should also be able to choose if he wants to include commissions and spread on the calculations for the lotsize according to the risk selected.
