I have never heard that some finance minister changed something big. They are just instruments of the government and if there is a severe lack of will to change something regarding economy of some country (as it almost always is) finance ministers are just passing by

last tuesday the minister of finance of canada resign and at wednesday a new minister start and last tuesday srtephen poloz said that they may decrease interest rates but this before the new minister start and at friday there was important news on the economic calendar and it was positive foe canadian dollar so is the new finance minister will have a role to change the montary policy of canadian centarl bank or he can not interfer with the work of stephen poloz
