Order evolution logger

I need to log every x minutes (should be a parameter), the actual P/L of the open order,  

the log should follow each order separately and every x minutes (should be a parameter) send the data through a web request to a PHP site to update a DB

The PHP is managed on our side 

so the data would be 

Ticket 

Pair 

Time

P/L

Comment

Event should be OPEN CLOSE and TRACK, the track parameter is used for all the P/L values between the OPEN and CLOSE

The URL for the webrequest should be a parameter, with a timeout of 5 seconds, if the data wasn't received correctly, it should be sent again
